<p>However, this has backfired on him somewhat because the local council have fined him seventy five pounds for putting up fly posters all over the place.  When contacted, a leading councilor said that they could not revoke this fine because it would set a precedent that others would follow.</p>

<p>He has been fined under the Antisocial Behaviour Act, Criminal Damage Act and the Highways Act.  Although the councilor is saying that he would dearly love to stop the fine, he has been informed that if he sets a precedent like this, everyone else would expect to get off without paying too.</p>

<p>A shopkeeper in the town in Hull has also been fined when one of her shop stickers was found stuck to a lamp post.  Although she is not the one who put it there, she has been charged under the same laws that the other gentleman has and she says that she will never pay this fine.</p>

<p>Hull City Council say that they have a photo of the sticker on the lamp post so she will be taken to court, but if she did not put it there, how can they prove that she did?  She is being charged with displaying an unlawful advertisement but, since she is not the one who did it, one would think that she has a right to appeal.  Not so!</p>

<p>Customers at her shop are ordinarily given the stickers when they buy something so it is really not her that is sticking them anywhere.  Can she really be held responsible for what someone does with something they were given?</p>

<p>This surely seems like bureaucracy gone mad but the Hull City Council are standing by their decision to fine fly posters.  However, if justice is to be seen to be done, perhaps they should issue warnings first to those who stick posters up.  Even asking them to clean up the mess, which would cost the council nothing, would be a better way to keep good relations with the people of this city.  This one size fits all approach is doing nothing for the people at the moment.</p>

<p>The Italian gaming oversight body has given them the go ahead, and they are set to launch their website at the end of this month.  Casino gaming is on the cards first with bingo and sports betting following up the rear soon after.</p>

			<content:encoded><![CDATA[<p>Just over a year ago, a newly installed false ceiling fell down and almost damaged many people who were playing bingo in the Galashiels bingo hall.  There were more than a hundred players and staff members in the hall when the incident happened so this had the potential to be serious indeed.  The Market   Street venue, currently owned by Border Bingo Clubs, emptied the hall when it was seen that the ceiling was starting to fall down and they also evacuated thirty four people from the cinema next door too.</p>
<p>&nbsp;</p>
<p>A husband and wife who were at the venue when this happened commented that they heard a crack.  The man in question said that he looked towards the bar, but on seeing that it did not come from their, looked up.  He saw that two ceiling tiles were hanging down and then more cracks were heard.  The ceiling started to sag quite a bit and the bingo game that was in progress was stopped immediately and players and staff were told to leave as quickly as possible.</p>
<p>&nbsp;</p>
<p>It took a full fourteen months to sort the matter out and then the company invited all the players who were there on the night back for the grand reopening.  They were each given a glass of wine and a free game of bingo to celebrate their lucky escape.</p>

<p>The couple also commented that they were happy that the club was now open again despite the company laying on free bus for its patrons to go to another of its sites in Hawick.  They said that they did not take up this offer since they like their usual haunt and now they could get back to their favourite game again.</p>

<p>The MSP, Christine Grahame, came in for the occasion and used her debating voice to call a game for the club.  This is a far cry from what she normally does, of course, but it did put a flourish on the night for sure.</p>

<p>The cause of the collapse is still being investigated.  A spokesman for the SBC said that both the landlord and tenant had cooperated fully in the investigation and the council is employing specialists from the Health &amp; Safety Executive to see how this could have happened.</p>

<p>So serious was the incident, though no one was hurt, that three fire engines and three ambulances turned up to help out.  Two police vans also added to the well qualified team</p>

<p>Three masked thugs forced their way into the place and took personal belongings from staff and clients.  This was a little unusual as thugs like this usually target the safe where all the money is kept.  On this occasion, they targeted both the clients and the safe too.</p>

<p>Many wallets, purses and mobile phones were picked up from people who had just come to enjoy themselves and this is even more the shocking since people normally feel safe in venues like this.  The fact that no one was injured is a plus point for sure, but this is not to say that it will not occur at some time in the future.</p>

<p>Bingo has always been a chance for those who live alone, in particular, to get some company while having a game or two of their favorite pastime.  Some of the older set have no social interaction apart from playing bingo so it seems a great shame that this is now being taken away from them.  Young mothers or women alone must also feel the fear too, so if anyone knows people like this, why not team up and go together to keep our favourite places open?</p>

			<content:encoded><![CDATA[<p>A cab driver from Cardiff is one of the latest millionaires to be made in the ongoing Euromillions lottery.  This 35 year old, currently living in Ely, has five children and a wife to take care of so this mega windfall will surely come in handy.</p>

<p>Adam Derbi regularly puts his bets on online and the week that he won was no different.  When the website where he checks the numbers told him he had won just over five pounds, he was still excited.  But when he went further down the page, the amazing news filtered through to him that he had also won just over one million pounds!  This came through the raffle draw which picks out a number of the ticket to make a millionaire every week.</p>
<p>&nbsp;</p>
<p>Adam and his wife, Natalia, plan to take family members out for an exceptional meal and then he will upgrade his car from the one he drives now to a seven-seater so that all of his kids and his wife can go out together in comfort.  He said he would also put in some extra games of golf which is his passion.</p>

<p>Next on the cards will be a house of their own because they currently reside in a rented home.  He has his head screwed on right though since he is already planning for the children’s future and he wants to ensure that they are well taken care of.</p>

<p>Adam speaks of the time when he realized that he had won the million and said that he started to tremble all over.  He called his wife, who also could not believe it, and they both realized, with some shock, that what they were seeing was exactly true.</p>

<p>He plays twice a week, on Tuesdays and Fridays and he said that he has always dreamed of hitting it big.  With this win under his belt, it is a sure bet that he will now have a very secure future with his large family and all of them should have an advantage over most of us when they grow up.</p>

<p>In real terms, this money should last people all their lives as long as they do not go crazy with it.  Indeed, investing some for capital growth is probably the key to success but this young man will certainly find that out quite quickly.  He says he will keep on playing too since one never knows if lightening will strike twice in the same place!</p>

			<content:encoded><![CDATA[<p>An upset in the rules surrounding charitable organizations in the US could see many of them going out of business.  Many of these charities are very small and help a distinct part of society.  However, the IRS is having none of it when the charity organizations protested about having their tax exempt status revoked.</p>
<p>&nbsp;</p>
<p>The law states that those organizations with less than twenty five thousand dollars per year coming in, all non-profit one must note here, were exempt from paying tax.  The change in the law dictates that for every year that no tax is payable, the organization must inform the tax office that it has not made enough money.  If they fail to do this for three years in a row, they automatically lose their tax exempt status.</p>

<p>This might not sound like a big deal to many of us, but considering that Idaho alone had more than fourteen hundred charities lose their status in the last year alone, one can see how this would pan out for the rest of the country.</p>

<p>These charities are helping everyone from recovering alcoholics and drug users to helping police officers and their families.  Recent changes in the federal law then will see many of these unfortunate people literally being left out in the cold.</p>
<p>&nbsp;</p>
<p>It would seem that most people who are running the charities still thought that they were exempt from filing returns because of the limit rule, but sadly, this is not the case so many of the charities will now suffer greatly.  Getting the status back would seem to be easy.  Unfortunately, this is simply not the case says a public certified accountant from this area.</p>
<p>&nbsp;</p>
<p>All of these charitable organizations will literally have to start right from the beginning and provide the tax office with all kinds of details about the organization.  They will have to state the purpose of the charity, whether there is any conflict of interest and where the money will go if the organization happens to be dissolved at some time in the future.  This can take many months and, in the meantime, some donors may hold onto what they usually give to save losing some of it in tax.</p>

<p>Ironically, the Idaho Peace Officers Association, the Retired Teachers Association and the Fellowship Hall have all had their activities curtailed, because of the change in rules, but some are already in the process to have their status returned to them.</p>
